Kirovograd: synergy in the triangle 'community-government-mass media'

The event in Kirovograd ((July 16, 2015) consisted of presentation and discussion blocks. It was represented the results of media monitoring, social researches, the rules and dangers of box fundraising and prospects of SMS-charity in Ukraine, it was also provided the advice on legislative changes that affect the activities of volunteers and charitable organizations.

Oleksandr Chekmyshev, Coordinator of monitoring projects of Association “Spilnyi Prostir”, Head of Equal Access Committee made a presentation and analysis of media monitoring of Kirovograd channels (the state OSTRC “Kirovograd” and the private channel TTV): how it was highlighted the volunteerism themes, the best practices of synergy between government, media and community. The data was provided in comparison with the results of media monitoring in other regions that were involved into the project (Dnipropetrovsk, Vinnytsia, Lviv).

During this presentation Lesya Yaroshenko, Project Coordinator illustrated successful, unsuccessful and losing examples of coverage of volunteerism and philanthropy on Kirovograd television channels and national television. The journalists and public figures had the opportunity to comment the given plots.

In the process of discussion of successful models of cooperation of different sectors of society the online participants from Lviv were involved into the round-table (the Fund of Sister Delilah, the project “Korok zhyttya”) and from Kyiv (the Fund “Oves”, the project “Plastic caps to prosthesis for ATO soldiers”). They represented the components of success of their initiatives, answered the questions of the participants from Kirovograd and gave the advice how to implement this initiative in Kirovograd region.

Viktoria Talashkevych, the facilitator of Kirovograd Press Club of Reforms was the moderator of this round table. The latest sociological researches on the attitude of population to participation in Kirovograd charity was represented by the guest of this event, Eduard Klyuienko, PhD in Sociology, Head of the Central Ukrainian Sociological Laboratory.

The public activists received the contacts of NGOs’ coordinators and volunteers  from other regions in order to establish the inter-regional partnership projects. After the roundtable it was recorded the interview for the local media. Oleksandr Chekmyshev participated also in the recording of the program “Topic of the Day” on the TV channel “Kirovograd”.

The roundtable encouraged the achievement of project objectives, including compliance with the standards of journalism and improvement of media literacy by announcement and complete analysis of media monitoring results. Due to the full-time meeting, the representatives of NGOs, business and the media could express their attitude to each party related to the problematic issues of their cooperation, including:
1) selection of topics and the balance between the public interest and potentially attractive information events;
2) creation of professional newsbreaks and announcement by the public and charitable organizations;
3) weak logistical support of local media, which does not allow them to leave the city and to make qualitative analytical plots and stories;
3) journalistic ethics (concerning the personal data of ATO wounded soldiers and their families);
4) use of administrative resources to the media by local authorities;
5) lack of consistent coverage of philanthropy and volunteerism topics on the one hand and insufficient perseverance of the public activists needed to systemic cooperation with the media;
6) forced measures of the NGO to hide the business participation in charitable initiatives is often a barrier to coverage in the media.

The participants noted and argued that as in Kirovograd, and in Ukraine in general today there is a dangerous tendency to competition between the public and the state sectors instead of their cooperation. It was worked out the possible scenarios of development of this confrontation.

In the process of discussion of successful synergetic projects their initiators got the new ideas and impetus for development due to the questions and criticism of the participants from Kirovograd. The round table participants from Kirovograd received the practical advice and suggestions for cooperation. In particular, it was reached a preliminary agreement on the charity telethon on the channel “Kirovograd” for ATO soldiers, participation of Kirovograd community in the projects for collection of plastic for charitable purposes.
